Shein factories vs. Shein warehouses, and why the distinction matters.
Where Shein goods are made is not where US Shein orders ship from. The factories are in China; the US sites are distribution and returns. Getting that difference right is the whole point of this page.
Factories: independent contract suppliers in China.
Shein owns no factories. It places small initial runs (around 50 to 100 units) with a network of thousands of independent contract manufacturers concentrated in the Guangzhou region, especially Panyu District, then rapidly reorders what sells. Since 2025 it has reportedly added manufacturing in Turkey, Mexico, and Brazil. None of these factories are Shein-owned, and none are in the US.
Warehouses: company-run distribution and returns hubs.
Unlike its factories, Shein does run its own US distribution. Orders historically air-shipped direct from China; increasingly they route through Shein's hubs in Whitestown, IN and Cherry Valley, CA for faster domestic delivery. Those hubs sort, fulfill, and (in Whitestown's case, heavily) process returns. They do not manufacture anything.
For years Shein's signature move was air-freighting individual orders direct from China under the $800 de-minimis duty exemption, which let low-value parcels enter the US duty-free. That exemption ended for China and Hong Kong goods on May 2, 2025, per the White House fact sheet of April 2, 2025.
Shein raised US prices in late April 2025 and, unlike Temu's pivot to US-warehouse fulfillment, leaned more on diversifying manufacturing into Turkey, Mexico, and Brazil (CNBC, May 2025). Its US distribution hubs are not a 2025 reaction; Whitestown and Cherry Valley were announced back in 2022 as a delivery-speed play. So a seller asking about a "Shein factory" is asking about the China supply base, while a "Shein warehouse" is one of these US fulfillment and returns hubs. A package that arrives from a US warehouse was still made overseas.
Why people think Shein has US stores, and why it does not anymore.
The one time Shein had a physical US retail presence was inside Forever 21, through a 2023 stake swap. That window closed when Forever 21's US business liquidated in 2025.
In August 2023 Shein took a roughly one-third minority stake in SPARC Group, the joint venture that owned Forever 21, and SPARC took a reciprocal stake in Shein (CNBC, Aug 2023). The deal put Forever 21 products on Shein's app and planned shop-in-shop displays and in-store returns inside Forever 21 locations. It was a financial and distribution arrangement, not an acquisition of real estate, so Shein never gained Forever 21's warehouses or owned its stores.
That window has closed. Forever 21's US operating company filed its second bankruptcy in March 2025, blaming foreign fast-fashion and the de-minimis loophole, and liquidated all 354 US stores by about April 30, 2025 (CNBC and Axios, March 2025). The Forever 21 brand still sits with Authentic Brands Group and could be relicensed, but the in-store Shein returns and shop-in-shop benefit effectively ended with the closures.
